《施公案》又名《百断奇观》、《施案奇闻》,是以清人施世纶(小说为施仕伦)生平为原型,敷演而成的一部公案侠义小说。施世纶,字文贤,清康熙年代人。曾出任江苏泰州、扬州、江宁的地方官,湖南布政使(专管财赋和人事的官员),顺天(今北京)府尹,最后官做至掌管全国土地、户籍、赋税、财政收支的户部侍郎。施世纶睿智聪敏,刚毅果决,为官正直清廉,一般能站在百姓立场上说话,“民与诸生(即秀才)讼,彼必袒民;诸生与缙绅(指官吏)讼,彼必袒诸生。”(康熙皇帝语)《清史稿》亦称赞施“摧抑豪猾,禁戢胥吏,所至有惠政,民号曰‘青天’。”但施像貌奇特,麻脸、跛足、驼背、鸡胸,康熙皇帝曾戏称他为“施不全”。《施公案》初集仅8卷、97回,约成书于清嘉庆二年(公元1798年)。后人一续再续,至光绪年间,已发展到10集528回,达100余万字。初集及各续书均未署作者姓名,至今不知系何人所撰。 ( Cases of Shi, also named Various Wonders and Thrilling Cases, taking Shi Shilun, a person in Qing Dynasty, as prototype, is a chivalric novel. Shi Shilun, whose courtesy name is Wen Xian, was a person during Kangxi period. He acted as a local official in Taizhou, Yangzhou and Jiangning, Buzhengshi in Hunan (in charge of finance and personnel), a mayor of Shuntian (presently Beijing) and an officer in charge of nationwide land, household registration, tax and financial revenue and expenditure. Shi Shilun was wise and smart, resolute and daring, right-minded and clean-handed. He was able to speak for ordinary people, “when ordinary people and Xiucai (who passed imperial competitive examination) are involved in a lawsuit, you shall shield ordinary people; when Xiucai and officials are involved in a lawsuit, you shall shield Xiucai,”(from Kangxi Emperor). In Draft History of Qing, Shi was praised as “suppressing the heartless rich and the cunning, eliminating illegal act of base officials, making politics clear in the place where he is and being called ‘Qingtian’ by the public.” However, Shi had a peculiar appearance with pockmarked face, cripple, bent back and pigeon breast; Kangxi Emperor called him “Shi Buquan” as a joke. First collection of Cases of Shi, including 8 volumes and 97 chapters, was finished in Jiaqing second year (AD 1798). The descendant continued it again and again; up to Guangxu period, it had been developed into 10 collections and 528 chapters, reaching more than 1 million of words. The first collection and each sequel were not affixed with name of author, who is unknown presently. )
